John Leonard, Executive Director of the World Swimming Coaches Association and the American Swimming Coaches Association, answered in a concise and accurate manner. "Technical swimsuits are the enlarged coverage suits that have come on the market since November of 2007. They all have either enhanced materials, buoyancy issues or compression issues, beyond what was available on the market prior to that time."
